Our Lack-Of-Care System.

'The girl, who was 15 at the time of the abuse, was meant to be receiving round-the-clock ‘solo’ residential care, but went missing 19 times in three months for up to two weeks at a time.
Instead of trying to find her, her carers would resort to text messages asking: ‘When are you coming back?’
It later transpired she had been abused by up to 25 men in a single night.
How was this possible in a system that is meant to protect such vulnerable children — and on which the government lavishes £2 billion a year?'
The answer here is one I know a little about as a good friend of mine once worked on 'night cover' in a Children's Care Home. What he described was a system without any sense of 'care' whatsoever and children's bad behaviour was pandered to. The children were given whatever they asked for and were not required to show any responsibility.
If a youngster decided to walk out at midnight - nothing could stop them. Doors could not be locked - and if they were - fire escapes were available.
From a council-run children's home? - Probably!
'Non-touch' policies denied the staff any right to physically prevent children exiting to a world of crime, pimps and drugs without risking sacking and maybe even prosecution!
A lack of proper discipline is nothing less than abuse!
Little wonder that there are so few adoptions of older children - under council care - yet they are still permitted to turn feral.
