'Something is severely rotten in the state of .....'

As I write, it appears that the Ukip share of the vote in these council elections will be around 23%.

The Lib Dem share will be a derisory 14%.
The tories just 2% better than Ukip and Labour just 6% better.

SO HOW IS IT THAT UKIP ONLY GET AROUND 6.25% OF THE SEATS?
