An inflation-busting
increase in the licence fee does not have public support. On the contrary, the
public is opposed to any increase in the license fee, partly because of BBC
bias. Further, and more fundamentally, the rise of satellite- and cable-based
subscription broadcasting, and pay-per-view technologies, means that the advance
