Tories Consider Expats Giving 'A Vote For Life,'

Ultimately, this gesture may win more votes for the Tories but is it just? 
On the one hand, if someone has left the country permanently - why should they have a say in what happens to the rest of us?
On the other hand, if you have paid into the system all of your working life and need the sunshine that the UK government simply cannot provide - is it reasonable that you should not be permitted a say in the future of the country which most expats still love profoundly?
What of those who feel that absurd government policies have driven them out of the UK?
