In 1933 Adolf Hitler passed his Enabling Act. Having achieved some measure of power through the ballot box, he then found that he was constricted by the 'checks and balances' of German democracy.The Enabling Act enabled him to do as he pleased and to become dictator. The rest, as they say, is history.
For those who had not picked up on this, the LISBON TREATY contains an 'enabling clause'.
