Interesting! A Moral System?

The Poor Law of 1601, which drew a distinction between the “deserving poor” who wished to work but couldn’t find a job, or were too old, ill or young to work; and the “undeserving poor” who were able-bodied but lazy. A “poor rate” was levied to raise money to support the former, but there were no hand-outs for the latter.
