Court Decision.

In Fareham Youth Court, a 12 year old with a catalogue of serious offences - some sexual -  has not been dealt with as he has been deemed to have an IQ of 58.
If this dangerous youth really is too malfunctional to be sentenced - then for the protection of society he must be incarcerated for the rest of his life as you would with a zoo animal.
What other alternative has society given itself in this mad, mad world?
I'll wager that when I was 12, my school would have cured any such individual under identical circumstances. They had the means to do so - long before courts would have come into play!
