It Was Mill - Not Burke Who ...

 The quote “All that is necessary for evil to triumph is for good men to do nothing” is often attributed to Edmund Burke. However, Burke did not say this, and the earliest version of the quote was by John Stuart Mill in 1867. Mill said, “Bad men need nothing more to compass their ends, than that good men should look on and do nothing”.
