 Popes Have Zero Scriptural Authority To 'Create Saints.'

While the process of canonization (declaring someone a saint) in the Catholic Church involves the Pope, the authority to declare someone a saint is not explicitly stated in scripture. Canonization is a practice developed over time within the Catholic tradition. According to some Catholic sources, it is based on the Pope's role as the successor of St. Peter and his authority to teach on matters of faith and morals.
