Who benefits?

"One in five welfare claimants fails to show up for a mandatory review of their benefits."
I want to know whether any such unexplained avoidance, without a medical certificate, results in an instant and automatic loss of benefits - and if not, why not?

Those of us forced to work to support ourselves have the right to know that all claimants, whose benefits we underwrite, are indeed genuine.
