Chief constable Barbara Wilding: 'Gang culture cannot be tackled by policing alone'
Gang loyalty has replaced family ties for many British youths, Britain's leading female chief constable has warned.
Barbara Wilding, the Chief Constable of South Wales, said many 'almost feral youths' have turned to gang culture based on drugs and violence because they do not feel security at home.
