The Howard League for Penal Reform Being A Pain Again.

Yesterday, Andrew Neilson from The Howard League for Penal Reform was on Radio Humberside talking about how people should not be jailed for 'non-serious offences'.
Is this silly group for real? As a JP, month on month, I was frustrated because I could not send assorted lowlifes to prison for quite serious crimes.
I was frequently frustrated because I could not jail seriously persistent offenders who damaged their communities.
This group still insists that 'community penalties are the answer'.
Have they really never seen the kind of criminal records which I saw on an extremely regular basis of people STILL not jailed after three, four, seven, nine or even more community penalties?
COMMUNITY PENALTIES ONLY WORK IF:
1) The criminal WANTS to be rehabilitated.
2) They are rigorously enforced.
3) If not completed properly the offenders are immediately jailed.
Our system does NOT do this and is in total disrepute.
