George Osborne.

Realising how upset people are about plummeting standards of living for poorer people, George's solution is to up the minimum wage.
Businesses which are struggling to survive will go under. A more intelligent way of helping underpaid workers would be to slash income tax so they do not pay it and remove the absurd situation of so-called National Insurance. (Not much of a Conservative thinker - is he?)
Happily for George, he recognises that so many poorer people will fail to make the connection when their job disappears!
