Education standards.

We are constantly assailed by the government's Ed Balls and associated hanger-on that 'education standards continue [?] to rise'.
Meanwhile, academics from both Durham and Lancaster universities have concluded that such rises are due to grade inflation brought about by a lowering of exam standards.
Hmm. I know whom I believe, what about you?
