This cannot be done! The EU has told us that. It goes against acquis commaunitaire. This is the just the usual Tory trickery in a new guise! Promises that they cannot possibly keep.
(Do remember that I have warned readers that Cameron will go to a major meeting with the EU and get a couple of minor concessions and will return in 'triumph' claiming to have 'tamed the EU'. All very well - but this will have all been pre-planned with that cursed organisation!)
