No Public Conveniencies?

So. If you are taken short and go behind a bush - are you risking a false conviction for indecent exposure?  What about genuine 'flashers' - aren't they all going to claim that 'they needed to spend a penny' and consequently may attempt to avoid a rightful conviction?
