All that this will achieve is a reduction in overall
sentences for mugging because Magistrates and Judges will be discouraged from
sentencing properly on the worst offences - same as now. The half of the sentencing at the
'top end' will bring no higher disposals whatsoever and at 'the lower end'
courts will not be jailing as many. I've been in the system - I know the
reality!
