Tories Running Economy Worse Than Labour?

The Office for National Statistics (ONS) states that borrowing was £14.2Billion in November 2015, £1.3Billion higher than a year ago while the national debt is now more than £1.5Trillion.
Does this sound like economic success and fiscal probity to you?
