Figures show 85 per cent of councils are dimming or switching off some lights, up from 75 per cent three years ago. The increase comes despite local authorities planning to raise council tax. Mail.
For many years I mocked the communist regime in Czechoslovakia when I visited in 1978 for two reasons:
1) On an early morning walk from my hotel in Prague centre, I was followed for some distance - and reasons unknown - by a man who must have been the most incompetent spook in history. (Peter Sellars would have been most amused!) and
2) We arrived the previous night into the gloomiest city I had ever seen up to that point. Frankly - I was delighted to be able to mock!
Er ... the last laugh is on me, however - today, Sheffield is barely a single notch brighter.
