UK The 14th Most Democratic Nation? - How, Pray?

Is The Economist 'avin' a larf? The UK - 'a full democracy?' What with a first-past-the-post system designed to disenfranchise, in addition to a detached, liberal governing elite as well as the unelected second chamber?

At best, we can only be referred to as 'a flawed democracy'. (The second tier of the four categories.)
