Where girls or identifiable minorities fall below the norms, there is the inevitable : vociferous outrage; wide varieties of manipulations; enquiries; the appointment of 'civil servants with a brief'. Government monies will, of course, be disbursed in profligate quantities.
(The loss of grammar schools has had much to do with this situation. It was, perhaps, ironically, but definitely predictably, the foundation of what used to be much more of a meritocracy than anything we have today.)
My solution is that those who don't work hard enough should start to realise that there are consequences to all actions or inactions. It's a hard lesson but one that must be drilled into ALL children in school.
In all things there are winners and losers - the only thing which we should be pursuing as a plan is to ram home this vital life lesson.
Boys don't live up to expected standards? - Then this is perhaps the only fair way for girls/women to push ahead of their male counterparts. Let it be.

As a nation, only our hardest working and the highest qualified should ever prevail - no excuses!
