Blogger: this is a difficult verse for those who seemingly believe that everything which happens is 'part of God's plan'.
IMHO, too many people utter these trite words as a coverall. God does have plans in so very many situations but one consequence of the Fall was that the progress of evil became randomised.
In our position as fallen humans, we cannot hope to see the bigger picture this side of heaven - so let us not guess wildly.
