Singapore: a nation that is largely: rape-free, murder-free, burglary-free, drug-free. Why? - Because true, harsh zero tolerance is employed. The feelings of poor thugs are not considered. Care of the decent, honest majority is considered far more important.
The great thing is that these punishments are actually not all that common because people fear the consequences!
A superior sense of personal honesty has developed in that nation which makes trivial offences almost unknown.
I remember the 'theft test'. On an empty table in a street cafe, an expensive leather briefcase was left unattended and out of sight of staff for a whole day in a busy part of Singapore. Ten hours later - it was still there.
