Some 27 per cent of 16 to 24 year-olds admit they were 15 or under when they had sex for the first time.
The social and peer group pressures on youngsters in this area have never been greater.
The situation is not helped when police and CPS refuse to prosecute offenders unless there is a huge discrepancy in ages.
