Dishonest reports, skewed statistics added together with a soupçon of leftist embitteredness - lo and behold, we were given the 'apprehensive' schools, which were seemingly devised to lower standards for working class pupils. 'Dumbing down to a norm' rather than 'raising to a standard'.
