Community Punishments Instead Of Prison?

Look. I did a decade as a magistrate and latterly a chairman so I do know whereof I speak.
COMMUNITY PENALTIES ONLY WORK WITH THOSE WHO WANT TO REFORM.
After a second attempt with these kind of disposals (and in many cases after a first) prison becomes the only option!
Let's stop the pretence!
