Ana Palacio, a former Spanish foreign minister and ex-senior vice president of the World Bank, is now visiting lecturer at Georgetown University and a member of the World Economic Forum's Global Agenda Council on the US.
Ms Palacio said elections in Germany, Italy, France and the Netherlands suggest EU policy - at least for the nearest future - will be defined by member-states rather than the European institutions.
