What! No Filibustering?

I have heard some (not very compelling) arguments as to why the more democratic-minded members of The House of Lords were not permitted to 'talk out' the wicked legislation put so dishonestly before them last week.
It was stated that 'the whips had agreed not to do this'.
                               WHY?
