Biggest university shake-up in a decade: Pupils who fail GCSE maths and English will not get a student loan and Mickey Mouse degrees face crackdown under new proposals.

• Department for Education proposals to include restrictions on student numbers 
• Ministers want to crack down on lower-quality courses offered at universities
• Students who do not achieve a grade 4 in English and maths would be affected
• The ban could also be aimed at those who fail to achieve two Es at A-level 
• The DfE has said 'not all students receive the same high quality of teaching'
