The CPS.

The Crown Prosecution Service is a bit of a joke, partly because their staff are underpaid and so grossly overworked. They are beset by political correctness and make many poor decisions on whether or not to prosecute.
Any offence brought to court and then abandoned as "not being in the public interest" - a catch-all phrase of no discernible meaning - is still classed as "an offence brought to justice" thus helping the CPS and courts hit Government targets.
