Frances Done, who is Chairman of the Youth justice Board, has announced that we should be jailing even fewer youngsters than we do at the moment.This naive and sadly misguided do-gooder wants to see "more rigorous community penalties". And pigs might fly!
[Perhaps she would care to explain precisely what will be done when these offenders treat these penalties with the same contempt that they use for their ASBOs?]
