I have visited three jails and could cut drugs usage massively and INSTANTLY.All that needs to be done is to forbid contact between prisoner and visitors. Most drugs come in via those visiting inmates.
A fine mesh should divide them.
If you want to kiss loved ones or cuddle your babies - then stay out of prison! The choice is yours!
