Police Cautions.

It was revealed this last week that not only are burglars receiving cautions from the Police but also arsonists, rapists and people threatening others with knives. Naturally, many people laden with 'drugs for personal use' have already been in this position for a very long time.
Cautions should return to being used for: a failing battery on the rear light of a bicycle, spitting in the street and inadvertently dropping a piece of litter and similar.
