The Sentencing Council Makes Me Vomit!

The Sentencing Council wants people selling or distributing child pornography NOT TO FACE PRISON!
I am very slightly at odds with their call for 'higher end community penalties'.
I want two things:
1) The abolition of The Sentencing Council.
2) Mandatory, minimum terms of fifteen years.
In addition to this - minimum 25 year terms for anybody making child pornography.
Have these people ANY moral sense whatsoever?
