A simple ticket for a minor parking offence - well, fine - you could hardly afford to clog up our courts with what are usually trivial matters but even here, there are some offences of this type which can be quite serious.
BUT Out of Court Disposals are now being used by the bucketload; half the monies are not collected; caseloads in courts have dropped by a third or more and, worst of all, Justice is not being seen to be done.
As any good parent knows, if you do not take the small things seriously you change the balance in levels of seriousness where wrongdoing is concerned.
It is exactly the same with criminals.
Why is it that seemingly everything governments do on law and order either degrades or diminishes the quality of life in our neighbourhoods?
