I am happy to inform readers that I have found a British run carhire firm on the Costa Blanca which is 100% transparent, cheaper than most rivals and only puts a basic 12 euros of fuel into the vehicle at the start of each hire. I have used them many times and have often had free upgrades.
They ain't exactly cheap - but none are in Spain these days!
Coys Car Rentals based in Torrevieja are excellent. The bad news is that they only operate from Murcia and Alicante airports.
