We need to be careful with our terms such as 'underclass' and 'down and outs' as most emphatically, these do NOT refer to the same thing at all.

Those who insist on this point may force us into having to create a new definition - 'The self-seeking, criminal, amoral, troublesome parasitical class - maybe?' But mixing these two groups is a deliberate and wanton attempt to muddy the waters.
