What If ...

 ... let's pick an extreme, imaginary example.

Toby has met: one violent man, one bad-tempered man, one corrupt man and one dishonest man - all in the space of a month.
These people are all - please insert your own racial stereotype here.

Naturally, Toby is pilloried as being a xenophobic, racist perpetrator of 'hate crimes'. (Let us be fair, he has actually condemned a whole people based on extremely limited experience.)
Obviously, the majority of these people are basically, decent human folk.

A small percentage of men mistreat women and so loonytunes Baroness Jones demands that all men should be subject to a 6pm curfew.

What, in essence, is the difference between the two situations and the possible solutions? Please, do THINK hard about that one.

Punishing the majority to get at a bad minority is evil.
