Blogger: the problem is that, unless 'minor crimes' are sent to the courts and punished - the Police have precious little incentive to bother.
Why bust a gut to see: the shoplifter, public nuisance, petty thief, dishonest salesman, twocker, vandal etc take up hours and hours of time in bureaucracy and form-filling - only for a conditional discharge or trivial fine to be the outcome?
