The problem is that we do not get good VFM. Any agency of this type, which is top-funded, will always see huge amounts of government monies failing to reach the sharp end.
The French invented the 'let the money follow the patient' setup. It is the equivalent of a voucher system. The government pays for your healthcare but you decide where that money will be spent.
If Hospital A is more efficient than Hospital B then the latter will start to experience a shortfall in funding as patients take 'their custom' elsewhere and is thus compelled to become as efficient as the former.
One of the biggest savings can be made by employing fewer bureaucrats and more people directly involved with the provision of healthcare.
Pie-in-the-sky? Check the WHO lists for the best hospital systems across the world. Funny how often the French top those lists or are close to doing so, isn't it?
