Treaty Of Versailles.

If your neighbour enters your house and trashes the place at great cost - and you have been unable to afford insurance - who should pay to make things right?
I am hazarding a wild guess that most readers would say 'the perpetrator'.
In 1919, The Treaty Of Versailles was put together on that very basis - Germany had to make substantial reparations to her Great War victims.
Matters turned very bad for Germany and like most bullies, she began to whine at receiving the consequences of her actions.
The Treaty was blamed rather than the actions of The Kaiser and his cronies.
When Hitler took power, he ignored The Treaty and the world, principally the enfeebled League Of Nations, let him!
Thus came about World War Two.
Revisionist historians blame the Treaty. Please return to my analogy at the beginning.
