Concurrent Sentencing MUST Be Heavily Restricted.

Let us say that I am a burglar with a lengthy list of previous convictions who has caused mayhem in the lives of say, twelve different homeowners and families.
I will perhaps be sentenced to a three year stint of imprisonment on each charge. The problem for society is that eleven of these will be made to 'run concurrently', meaning that I escape thirty three years of prison that I have rightly earned.
How can any burglary be worth less than three years of incarceration?
Where is the deterrent?
Extra crimes MUST earn extra punishments!
