Well. I shall answer my own question. Having been both a JP and Chairman, I can explain that the entire system works against you bringing justice into cases like this. 
(I'd wager that the magistrates probably wanted to jail him - and the Legal Representative told them how this was not going to be possible, for some arcane reason or other!)
