This Second Chamber Must Go.

My view is that there should be 10% of members who are non-political appointments. These would be experts in any important field BUT would need to be people with considerable hands on experience. They would only be permitted to vote on matters which fall within the parameters of their particular expertise.
All other 'Lords' would be elected by PR.
There would still need to be a handful of former politicians but on what basis and with what voting rights would need to be the subject of debate.
