A reliable source told me yesterday that shoplifters with goods worth less than £200 are not being prosecuted.

The last time I saw a stat on so-called 'shrinkage', some years ago - it stated that this was adding 2% to every annual shopping bill. With this attitude - it can only increase.
Every government ever elected fails to punish crime; fails to deter crime.
