Nonetheless - probably to the amazement of most - the system has acted rather successfully at producing 'checks and balances' on the Lower House. It has frequently been more in tune with the thinking of the populace than the elected chamber.
Its real weakness has been that 'whips' from the major parties still attempt to tell their lordships how votes must be cast. 'Democratising' the Lords may well see more from the whips and not less.
A proper PR system would see UKIP take a major swathe of the seats consequently, you cannot really see the LibLabCons ever supporting such a system. When push comes to shove, our 'uber democratic' Lib Dems will opt for any system which will not see them permanently pushed into fourth place in the Upper House.
Proper reform? - Please.
If not - leave well alone as no useful purpose can be achieved.
