It's absurd; silly; ill-conceived when magistrates are currently restricted from giving out fines appropriate to the offences committed at the
moment. Rarely do they impose fines at 25% of the maximum.
When some low-life gets a hefty amount accumulated -
he/she simply pleads poverty and sees the amount hugely
remitted!
It might work in some cases. 1%? - however, I doubt that the
figure would be at that lofty level.
