Why Do We Have To Argue This In The First Place?

Bank of England Governor Mark Carney is arguing that the EU must not charge non-Eurozone members of the EU to help bail out the failing Eurozone. Surely, natural justice dictates this in any case. Sorry - but it is the European Union - so what else would you expect?
