The Scriptures are pretty clear about this - "those who sin against us."
The "us" needs consideration. Obviously that means me but seems to imply my family as well.
Are we able to stretch this to "those who sin against our community?" - Probably not. Arguably so.
This is why God has given us rules and responses to be executed by honest judges.
When in doubt, your go-to rule of thumb must always be to pray for the perpetrators of evil.
We cannot forgive on behalf of others.
One must keep in mind that we cannot forgive whatsoever and whomsoever God refuses to forgive through lack of repentance but we can still pray for them as the bottom line always remains that God loves every single person and does not desire to condemn.
