'The flagship project, described by Iain Duncan Smith as his contribution to the Big Society, is the new “work programme”, a hugely ambitious scheme to find stable jobs for the unemployed. In general, it is compulsory after nine months for young people and after a year for those aged 25 and over: 370,000 jobseekers were referred to the scheme between June and November 2011 alone. At the heart of the work programme is a financial incentive structure that rewards private and voluntary sector contractors for finding jobs or training positions for the unemployed.'
